The Central Committee of the Communist Party of China’s Proposal on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Target for the Year 2035, which was deliberated and adopted by the Fifth Plenary Session of the 19th CPC Central Committee, incorporated overall development and security into the guiding ideology of China’s economic and social development during the 14th Five-Year Plan period, and made strategic arrangements in a special chapter. Under the historical background of the great changes in the world in the past century and the strategic overall situation of the great rejuvenation of the Chinese nation, it is increasingly prominent and necessary to make overall plans for the two major events of development and security.

　　Overall planning for development and security, which runs through all historical periods of the Communist Party of China (CPC)’s revolution, construction and reform, is an important embodiment of the Communist Party of China (CPC) people’s initial intention and mission, and has clear and profound logical connotation. In 1933, Comrade Mao Zedong pointed out in the article "Must Pay Attention to Economic Work" that "the fierce development of the revolutionary war requires us to mobilize the masses, immediately carry out movements on the economic front, and carry out various necessary and possible economic construction undertakings", profoundly expounded the purpose and significance of economic construction in the red areas during the revolutionary war, and scientifically discriminated "it is impossible to carry out economic construction in the revolutionary war environment" and "it is thought that economic construction is the center of all tasks at present, but neglected" In the mid-1960s, the CPC Central Committee made a major strategic decision of "third-line construction", which was still based on the comprehensive consideration of development and security. Since the reform and opening-up, the CPC Central Committee has always focused on the relationship among reform, development and stability, and put forward that reform, development and stability are the driving force, purpose and premise of socialist modernization respectively, emphasizing the need to persist in unifying the intensity of reform, the speed of development and the degree of social tolerance, promoting reform and development while maintaining social stability, and promoting social stability through reform and development, which highlights the ideological background of overall development and security.

At present, China has entered the stage of high-quality development, and high-quality development is not limited to the economic field, but also covers all fields of the development of the party and the state; The connotation and extension of security are richer than any period in history, the space-time field is broader than any period in history, and the internal and external factors are more complicated than any period in history. At the same time, although China’s development has many advantages and conditions, the problem of insufficient development imbalance is still outstanding. The profound changes in the domestic and international environment have brought a series of new opportunities and challenges. At present and in the future, all kinds of contradictions and risks are prone to occur in China, and all kinds of foreseeable and unpredictable risk factors are obviously increasing. It is against this background that General Secretary of the Supreme Leader pointed out: "Insist on making overall plans for development and security, pay equal attention to development and security, realize the benign interaction between high-quality development and high-level security, not only enhance the national security strength through development, but also deepen the innovation of national security ideas, systems and means, create a security environment conducive to economic and social development, give more consideration to security factors in development, and strive to achieve a dynamic balance between development and security."

　　To achieve high-quality development and high-level safety in a broader and deeper level, we need to grasp the following aspects.

　　First of all, safety is the premise of development, and a high level of safety guarantees the sustainability of development. Our development adheres to the fundamental position of taking the people as the center. In the final analysis, national security work is also to protect the interests of the people. High-quality development is fundamentally consistent with high-level security. At the same time, promoting innovative development, coordinated development, green development, open development and shared development is based on national security and social stability. Without security and stability, all development is impossible; Any development at the expense of safety is difficult to sustain and is not real development. For quite a long time to come, all kinds of risks we are facing may accumulate and even be exposed in a concentrated way, including domestic economic, political, ideological and social risks and risks from nature, as well as international economic, political and military risks. At the same time, all kinds of contradictory risk challenge sources and contradictory risk challenge points are intertwined and interact with each other. If we fail to prevent and respond effectively, it will be transmitted, superimposed, evolved and upgraded, and even delay the historical process of building a socialist modern country in an all-round way. Therefore, to achieve a high level of security requires us to implement the overall national security concept, adhere to the organic unity of political security, people’s security and the supremacy of national interests, take people’s security as the purpose, take political security as the foundation and economic security as the foundation, defend national sovereignty and territorial integrity, prevent and resolve major security risks, and provide strong security guarantee for realizing the great rejuvenation of the Chinese nation.

From a poor and weak country, China has developed into a great country that has created a miracle of rapid economic development and long-term social stability that is rare in the world. Every step forward, it always relies on development to solve various problems encountered in the journey. To enter a new stage of development and achieve high-quality development, we must adhere to the general tone of striving for progress through stability, take promoting high-quality development as the theme, take deepening supply-side structural reform as the main line, take reform and innovation as the fundamental driving force, and take meeting the people’s growing needs for a better life as the fundamental purpose, speed up the construction of a modern economic system, accelerate the construction of a new development pattern with the domestic macro-cycle as the main body and the domestic and international dual-cycle promoting each other, promote the modernization of the national governance system and governance capacity, and achieve economic stability and social stability.

　　Thirdly, to realize the benign interaction between high-quality development and high-level safety, we must adhere to the scientific thinking method. On the one hand, we should establish a systematic concept, be good at studying the movement and development of things from the overall situation and the connection and combination of factors, comprehensively consider the relationship between development and security from the holistic perspective, realize that there is neither a pure development problem nor a pure security problem, and focus on consolidating the foundation, promoting advantages, supplementing shortcomings and strong and weak items, so as to realize the unity of development quality, structure, scale, speed, efficiency and security. On the other hand, we should stick to the bottom line thinking, strengthen the risk awareness, estimate the difficulties more fully, think about the risks more deeply, run the safe development through all fields and the whole process of national development, be good at taking precautions and preventing the slow progress, and ensure the smooth progress of socialist modernization.
