　　Take the bus, subway and water bus, and only scan one yard; Go to the hospital, exercise in the park, and eat in the dining hall for the elderly, and only scan one code … … Recently, Yuhang District, Hangzhou, Zhejiang Province launched "Yuhang One Code Link", which provided convenience for users. Break through the multiple "code" barriers between various departments, platforms and mobile phone applications, so that multiple scenes only need to display one code, reflecting the practical results of digital reform.

　　Problems are the driving force for reform and development. In the investigation, Yuhang District Data Resources Management Bureau found that it was inconvenient for many citizens, especially the elderly, to receive and display codes, so it intensified the reform, simplified complex problems based on the needs of the people, analyzed user behavior from the data aspect, tried its best to provide convenient services, and promoted the construction of "Yuhang One Code Pass". Since the operation of One Code Link, Yuhang has collected about 7.1 million pieces of data in 8 categories and 54 items, focusing on 24 application scenarios such as one-code travel, one-code communication, one-code verification, one-code admission, one-code medical treatment, one-code payment, one-code disability assistance and health declaration. Promote digital reform, always take the hearts of the people as the heart, make public services more inclusive and pay more attention to the sense of experience, and relevant results will better benefit the broad masses.

　　Just scan one code, reflecting the intention of digital reform to benefit the people. After breaking through the data barrier between multiple "codes", Yuhang citizens can travel without worry with one code in hand. No matter doing things, traveling, going to school or starting a business, many fields can be "one code". For example, the smart swimming pool can know the time and state of swimmers in the water in real time by scanning the code, which is of great help to judge whether they are drowning. Going deep into the digital scene of daily life is changing people’s living conditions to a certain extent and making urban life better.

　　Just scan a code to show the government’s determination to improve its governance capacity and level. Promoting digital construction does not mean that the richer the code, the better. In order to realize one code communication, Yuhang District Data Resources Administration took the lead in coordinating 23 departments, including Health and Wellness Bureau, Veterans Affairs Bureau, Audit Office and Civil Affairs Bureau, and opened 26 "codes" to realize the physical integration of digital resources. In addition, Yuhang District has also reduced the construction plans of related codes in seven projects, such as "Mathematical Intelligence CPPCC" (member code), "Push-to-Talk Home Economics" (housekeeping code) and "Comfortable Care for the Aged" (old age code). Promoting digital reform is the proper meaning of building a digital government, and it is also a test of governance ability and efficiency. In this process, actively promoting the process reengineering and model optimization of government governance, and constantly improving the scientific decision-making and service efficiency will certainly help to promote the all-round digital transformation of economy and society through government digital transformation.
