Eight people sneaked into the country and pulled out a big net, involving 1292 people.
"A go to there.
Was sent to a fraud company.
I work 14 to 16 hours a day.
If you can’t make a performance in it,
I will be locked up every day. "
On January 20, 2021, Silan Expressway in Yunnan Province was officially opened to traffic.
As the only expressway from China-Myanmar border to the mainland via Pu ‘er City, Yunnan Province, the opening of Silan Expressway not only brings convenience to passers-by, but also brings challenges to epidemic prevention and control, cracking down on illegal entry and exit, drug control and smuggling.
Therefore, on the day when Silan Expressway was opened to traffic, the Pu ‘er Border Management Detachment set up a duty station to check the passing vehicles day and night to protect the security of the country.
Unexpectedly, a few days later, an unusual thing happened.happened.
take a risk in desperation
In the early morning of January 24, 2021, a large truck passed by the Nuozhadu duty station of Yunnan Pu ‘er border management detachment. When the immigration management police inspected the vehicle, they found three young men hiding in the carriage. When the police asked about their whereabouts, the three men were evasive and refused to cooperate with the health code and travel code inspection.
After further questioning, the three men admitted that they had sneaked in from abroad. There are also five women who sneaked back to China with them and were transported by another big truck.

Four days after the incident, the police finally found the whereabouts of five other stowaways in Longyan City, Fujian Province, and immediately arrested five people. Fortunately, after nucleic acid testing, all five people were negative.
According to the confessions of eight people, they are working abroad and want to go home together for the New Year. The illegal return to China was arranged by a China man named Zhang from abroad, and each of them paid 35,000 yuan. On February 11th, 2021, Zhang was successfully captured overseas and then handed over to us.
cross-border crime
After many trials, Zhang confessed that he arranged for the eight Fujian nationals to sneak back to China under the entrustment of the top management of overseas fraud groups. In addition, Zhang also provided a key message that a man named Li Moxi had helped him lead and transport stowaways many times.
When doing business in Pu ‘er City, Li Moxi secretly met a large number of local criminals with criminal record, and engaged in illegal activities of leading and transporting illegal immigrants in border areas for a long time, forming a criminal gang with a clear division of labor. Subsequently, the police successively arrested Li Moxi and 28 other major members of the gang.
After investigation, Li Moxi has contact with many important snakeheads at home and abroad, including Zhang. Through the exchange of interests, these snakeheads linked and cooperated with each other, forming a huge cross-border criminal network.

These snakeheads, hidden in the depths, take border tourism and business negotiations as the cover, Kunming as the distribution center, and five border areas such as Pu ‘er and Lincang as hiding places, and organize and transport Chinese citizens to and from northern Myanmar in batches. The stowaways involve 25 provinces, municipalities and autonomous regions across the country.
After careful investigation, the police have arrested a large number of criminal suspects who specialize in guiding and transporting stowaways. On July 14, 2021, the National Immigration Bureau deployed in 25 provinces, municipalities and autonomous regions to carry out centralized network collection operations, and arrested 25 snakeheads and 293 stowaways.

The temptation of "high salary"
The captured stowaways are basically young people in their twenties. After the trial, many people said that they saw the advertisement of "high salary recruitment" on the Internet and wanted to make big money and quick money abroad.
When they leave the country, they are sent to fraud companies, restricted in personal freedom, and forced to learn fraud methods and become "profit-making tools". They have task indicators every day, and if their performance is not good, they will be punished by beating and cursing.
The eight Fujian stowaways who were initially arrested were the main members of overseas fraud groups.
After investigation, some of these stowaways became "operators" of overseas telecommunication network fraud groups, and conducted telecommunication network fraud by calling home or chatting online; Others enter overseas gambling groups to help overseas casinos and online gambling attract gamblers from China.
Some stowaways join overseas obscene and pornographic criminal organizations and are responsible for prostitution or participating in the operation of obscene and pornographic network platforms. What’s more, it may become a "messenger" of cross-border drug trafficking groups, responsible for transporting drugs to China or participating in drug smuggling crimes.
When some stowaways find themselves deceived and want to return to China, they will be threatened by overseas criminal gangs or asked to pay a high ransom.

According to statistics, in this case, the Pu ‘er Border Management Detachment mainly investigated and arrested 1,292 criminals, of whom 593 were investigated for criminal responsibility and 699 were given administrative punishment.
According to the notification from the National Immigration Bureau, this case has so far arrested the largest number of criminal suspects, involved the widest area, the largest criminal network, and a variety of crimes intertwined and superimposed, which has seriously hindered the management of the country (border).
Lured by interests, he sneaked abroad to make quick money. In fact, the so-called "high-paying job" is actually engaged in illegal and criminal activities such as telecom fraud, gambling, prostitution and drug trafficking. It seems that overseas "high-paying jobs" with low thresholds but high returns make people pay a painful price.
Law popularization time

Q1:
In this case, the immigration management police in Pu ‘er City started with three illegal immigrants, and after a thorough investigation and long-term operation, they destroyed a large cross-border criminal network and arrested more than 1,000 criminals. We have noticed that many stowaways can successfully illegally cross the country (border) without the assistance of relevant organizations, guides and transporters. How should we view this phenomenon?
A1:
The natural environment in the southwest border area of China is complex, and the border line is mainly bounded by ridge rivers, so there is no natural barrier, so it is difficult to control it. Border residents are familiar with the terrain and traffic routes, and some people may help or even organize others to cross the border illegally for the purpose of illegal profit, which enhances the concealment and complexity of this kind of crime.
In addition to cracking down on such crimes, we should strengthen publicity, widely publicize epidemic prevention management regulations and relevant laws and regulations on entry and exit, and remind and warn residents in border areas not to hide, lead or transport illegal entry and exit personnel.
Q2:
We have also noticed that smuggling activities are constantly evolving and upgrading, showing the characteristics of chain and network, and the smuggling method is more concealed. How should we further improve the effectiveness of the crackdown?
A2:
The crime of crossing the border illegally violates China’s national (border) management system and endangers national security and social security, which must be severely cracked down. In recent years, this kind of crime has become more and more organized, forming a criminal network of collusion, transit hiding, inter-provincial transportation and other crimes.
So for this kind of crime, there are two main jobs, one is to fight and the other is to prevent.
Prevention is to establish a three-dimensional prevention and control system, including the use of scientific and technological means, fully mobilize social forces, and strengthen patrols and investigations.
Fight, that is, for the case clues or criminal suspects that have been found, we should dig deep and investigate, seize more cases, seize the organizers behind the scenes, and completely cut off the smuggling channel.
